Does anyone in Calif know the current laws for
buying an out of state car (1993 Alfa Romeo Spider)
and bringing into Calif?  Is there any smog or other
registration problems?

I did this once some 20 years ago, and had no problem,
but a friend is trying to do it now and since I'm now
moved to Washington, I'm not sure of the current law
in Calif.

Well, I moved out of California 3 years ago, but when I was there ....When
you brought an out of state car to Ca., and it did not meet Calif.
emission standards (on engine sticker) there was a mandatory $300 "smog
impact fee" plug your regular registration. The car would at least have to
pass federal emissions standards.
